疫情前，来中东考察的中国企业，基本由各地商务部门带队，但考察完最后留下投资、建厂的并不多。一方面是政府出访有时间限制，一般不超过10天，却要走访至少两三个国家，每个国家就三天时间，再扣上路途和跟各使馆、商会寒暄的时间，真正能考察市场的时间没多少；另一方面，那时候出来考察的都是国内的大型企业，在国内发展得都不错，没有太强的出海意愿。
